POSITION: Site HSSE Manager

Qualification:

Bachelor in science or Bachelor in engineering or Bachelor in HSE.

HSE Qualification: Shall be qualified as a safety professional through education or by relevant and recognized health and safety qualifications at level 6 such as NEBOSH diploma or certified safety professional or chartered member of IOSH or equivalent.

Should have ISO 45001:2018 Lead Auditor.

Experience:

Shall have a minimum of ten (10) years of relevant experience in the oil and gas industry, five (5) years of which shall have been gained in the Middle East.

Shall have a minimum of (6) six years of experience in a HSSE managerial position overseeing similar scope of work.

Skills/Abilities:

· To Delivering HSSE presentation/ training as per the project.

· To provide assistance & guidance to identify risk factors & environmental impact for development of an integrated Health, Safety & Environment Management Program, thereby eliminating or minimizing them up to reasonable level and improving safety standards.

· To investigate incidents / accidents, dangerous occurrences & near misses, determine their root cause and implement recommendations for recurrence prevention & control.

· To Monitor Project work sites & any outstanding HSSE issues and ensuring the Safety implements in timeliness of deliverables, extending support to team members by defining standard safety practices

· To participate in HSSE Meetings to create awareness about elimination of hazardous & unsafe conditions.

· To Follow instructions from HOD HSE to avoid repetitive failure & other problems that adversely affect project operations including Health, safety, environment & other regulatory compliance issues.

· To Motivates high performance amongst team members, imparting continuous on-job training to accomplish greater efficiency.

· Good in MS Office. Should know MS Word, MS Excel and PPT professionally.

· Good in English and Arabic communication. Hindi/Urdu will add value.

· OPAL Driving license will add value.

· Optimistic nature with quick learning.

· Effective leadership qualities.

· Should be familiar with all Hazards and controls.

· Establishment, Implement and Maintenance of a HSE Management System for projects in accordance with RAY/Client HSE requirements, ISO14001 and ISO45001.

Responsibilities:

Site HSSE Manager shall be site based and be able to fully support the field HSSE team and be available at the worksite. Site HSSE Manager shall be responsible for monitoring the implementation of HSSE Plan & Monitoring Plan ands hall provide technical HSSE guidance, administrative and advisory role for all employees in this contract. He shall be advising all the focal Points of the contract for the primary management and supervision of all HSSE programs within his area of responsibility. Directly reports to HSE’s HOD and administratively to Project Manager. Specific Health, Safety, Security, Environment responsibilities for the HSSE Manager would include, but are not limited to, and ensuring that he:

Have a sound understanding of the OQ general safety and contractual requirements.

Manage the HSE in contract / Project.

Implementation and compliance of OQ and RAY procedure in project.

Leadership and co-ordination of day-to-day HSSE performance measurement of project, providing assistance to Project Manager for monitoring the project in HSSE aspect.

Fully responsible for maintaining all HSSE documentation on site as per RAY/OQ requirement.

Provide OQ HSSE documents, RAY HSSE procedures, other applicable revised documents/ forms to site team and HSSE personnel.

Demonstrate effective leadership and initiative in safety, health and environment for all areas within contract’s scope area of responsibility.

Ensure all the Catering facilities meet the standards of HACCP and compliance shall be monitored.

Ensure all the Security, Healthcare facilities and personnel are available 24X7 as per the C9 requirements and fit for the purpose including first aid centers, clinics, ambulances, and healthcare professionals as per OPAL Camp Standard.

Implement system to ensure the Welfare facilities as per the OQ Requirements.

Apply system to confirm the Road Safety Requirements as OPAL and OQ also ensure IVMS Monitoring is happening, and the actions are being taken.

Explore for reasonably practical HSSE initiatives through the nearby facilities.

Implement a system to ensure compliance with all the HSSE Requirements as per C9.

Analyze and compile HSSE statistics.

Prepare and submit the cumulative monthly HSSE Report to OQ and RAY HSE’s HOD.

Conduct HSSE inspections and audit and recommend improvements.

Attend the HSSE meetings with OQ and appraise HSSE related matters.

Ensure all the planned meetings are conducted and minutes prepared and recorded.

Ensure that all HSSE Personnel are familiar with the scope of work and receive their mandatory training.

Ensure and maintain the HSSE related records throughout the contract execution period.

Make visits to the site on a frequent basis to see the HSSE implementation and to ensure HSSE compliance.

Follow-up for close-out of HSSE Audit, inspection and action point register outstanding point.

Ensure all the Incidents are reported as per the Incident Notification procedure of OQ and conduct the Root Cause Analysis and it should be completed within the defined timeline in the OQ requirement.

Lead/ Participate in incident investigations; report within the timeframe; implement actions to prevent recurrence.

Prepare alert and circulate to all for learning and preventing recurrence.

Help in training and implementing of HSE Observation or Intervention or empowerment of STOP.

Help in training and implementing of Engagement program.

Assign monthly activity for HSSE personnel and monitor the implementation and review the reports.

Prepare and keep updated tracking registers for all the required HSSE related data and information.

Be innovative and give proactive control measures for all activities.

Communicate with Project Manager and senior management on HSSE needs and concerns.

To ensure compliance of HSSE monitoring Plan and implementation of HSSE plan during the contract.

Keep up to date with new techniques and developments in Occupational Health and Safety and pass this information on to the Project Manager and other concerned focal points.

Conduct checks on work practices to ensure employees are conforming to HSSE policies and procedures.

Monitor & review the HSSE reactive and proactive performance indicators periodically and set realistic HSSE targets.

Review the Sub subcontractors HSSE Performance before awarding the contract.

Internal HSE Audits and shall be conducted but not limited to following elements, HSSE deliverables like HSE Plan, certifications and licenses related to workforce, machinery, instruments, tools, vehicles, plant & equipment, accommodation/Camp, welfare, site office facilities, industrial yard, storage yard, in-site workshops such ancillary facilities, Safey Equipment, Fire Equipment, Emergency Facilities etc.
